The Anglo American (AA) Municipal Capability & Partnership Programme (MCPP) is a collaboration between AA, the Department of Cooperative Governance and Traditional Affairs (CoGTA), the Council for Scientific and Industrial Research (CSIR, as implementing partner), and participating mines joining forces with participating local municipalities to improve service delivery and tackle current and future development challenges peculiar to mining towns and regions. Challenges include the increased service demands from fast growing settlements, rising socio-economic vulnerability of households, and a complex regulatory and intergovernmental environment.

About this site

The MCPP programme is currently operational in three provinces namely Limpopo, North west and Northern Cape.

This site contains a number of evidence items prepared by the MCPP programme to support the municipalities. Items can be downloaded from the downloads section.

The MCPP programme

This site presents and describes a number of evidence/data items compiled to support local municipal planning in a number of selected municipalities. These municipalities are part of the Anglo American (AA) Municipal Capability and Partnership Programme (MCPP) which aims to support service delivery in these municipalities. The AA MCPP is a collaboration between AA and Co-operative Governance and Traditional Affairs (CoGTA). The programme seeks to develop capability through improvement in capacity, skills and processes (soft assets), as well as through tools, facilities and infrastructure (hard assets) support.

The AA MCPP is predominantly directed at the municipalities where the AA Business Units’ operations are located. Currently, the AA MCPP is being rolled-out in the following local municipalities:

1. Fetakgomo Tubatse LM – Limpopo Province

2. Moses Kotane LM – North West

3. Musina LM – Limpopo Province

4. Mogalakwena LM – Limpopo Province

5. Blouberg LM – Limpopo Province

6. Gamagara LM – Northern Cape

7. Tsantsabane LM – Northern Cape


The following municipalities were part of the programme from 2020 – 2022:

• Steve Tshwete LM – Mpumalanga

• Emalahleni LM – Mpumalanga


This particular document forms part of the process to provide Evidence Support to local municipalities (LMs) and is strongly reliant on data and their interpretation for the respective regions. The spatial evidence support provided by the AA MCPP is intended to contribute to three efforts within the programme:

• MCPP Evidence Support (the focus of this site);

• MCPP Planning Support; and,

• MCPP Connect.

Currently, municipalities need to address the DDM as well as renew their IDPs. Some LMs will undertake these planning instruments in-house while others will seek consultants to undertake these tasks on their behalf. Either way, these municipalities will require evidence-based inputs. The situation that these municipalities face is that new or updated statistical and other information can be difficult to source. Prior studies/plans also relied on data from the last census. Much of the census information is dated, which makes its usefulness to inform planning less practical. Work conducted as part of the AA MCPP included sourcing data from Statistics SA (StatsSA), as well as further processing. Supplementary information was also sourced and processed to derive settlement-related information. Furthermore, in the course of engaging with several municipalities, additional data items were requested and since these items were largely available to the CSIR team, it was included to support the relevant LMs.

Structure of the site.

Conditions of use

This document is intended for use by the respective municipalities. It has been prepared through Anglo American MCPP project by the CSIR MCPP Implementation Teams. The items provided aim to address possible data gaps and challenges. When using any of the evidence items please reference accordingly.
